CVTL's Department of Disaster Management aims to strengthen the
capacity of the organization to respond effectively to both natural and
man-made disasters. It also strives to enhance the capacities of
high-risk communities to mitigate and recover from the impacts of
disasters.
Three priority areas of interventions are at the community level; targeting risks related to environmental degradation, recurring local disasters and food and economic security. The Disaster Management Department is presently working to reduce the impact of disasters on the lives of some 14,000 people in 25 villages. Programme activities also serve to progress the cause of extreme poverty and hunger eradication, while ensuring environmental sustainability. The development of sustainable livelihoods within project communities is essential to the Disaster Management Department's approach. This primarily takes the form of education on environmental protection - a process that is often lengthy and costly, yet crucial to the longevity of CVTL's humanitarian impact. At present, there are trained and equipped disaster response teams at the National Headquarters and in six branches. In the interest of proliferating disaster preparedness and response capability, the Disaster Response Training Curriculum is available in English, Bahasa Indonesia and Tetum, Timor-Leste's lingua franca. This has been possible thanks to our growing ranks of volunteers, with continued technical support from the Indonesian Red Cross (Palang Merah Indonesia) and the IFRC's Southeast Asian Regional Disaster Management Unit. With sustained support, CVTL will continue to strengthen its working relationship with the government's National Disaster Management Office (NDMO). This involves participation in coordination meetings with NDMO and other relevant agencies, developing a strong coordination mechanism for disaster preparedness and response.
