I. Position Summary
The Volunteer and Youth Manager at CVTL plays a key leadership role in mobilizing, developing, and sustaining a vibrant and active network of volunteers and youth throughout Timor-Leste. The Manager is responsible for designing and implementing strategies that strengthen volunteer engagement and empower young people to participate in CVTL’s humanitarian activities. This position ensures that CVTL’s volunteer and youth programs are inclusive, well-coordinated, and aligned with the Fundamental Principles of the Red Cross and Red Crescent Movement.

II. Duties:
1. Volunteer Management
- Recruit, screen, and orient new volunteers to support CVTL programs and emergency responses.
- Develop and maintain a database or system to track volunteer activities, performance, and availability.
- Provide regular training and mentoring to ensure volunteers have the skills and knowledge needed for their roles.
- Ensure safety, motivation, and well-being of all volunteers during assignments.
- Coordinate volunteer deployments for community outreach, disaster response, first aid services, and public health campaigns.
- Organize recognition events and other forms of appreciation to honor volunteer contributions.
2. Youth Program Coordination
- Plan and implement youth-led initiatives that promote humanitarian values, leadership, and resilience.
- Support Red Cross Youth Clubs in schools and communities, including youth leadership training.
- Engage youth in CVTL campaigns such as health education, climate action, and peace promotion.
- Strengthen partnerships with schools, universities, and youth-focused organizations.
- Monitor and evaluate youth activities to ensure they are inclusive, impactful, and aligned with CVTL objectives.
3. Capacity Building
- Design and deliver capacity-building programs for youth and volunteers in areas such as first aid, disaster preparedness, leadership, and community engagement.
- Coach and guide Branch Focal Points on volunteer and youth development at the municipal level.
- Promote youth participation in decision-making at local and national levels within CVTL.
4. Administration and Reporting
- Develop annual work plans and budgets for volunteer and youth programs.
- Document activities, achievements, and challenges in regular reports to CVTL management and donors.
- Ensure data collection and impact measurement to track progress against goals.
5. Safeguarding, Protection, and Inclusion
- Ensure compliance with CVTL’s safeguarding and child protection policies.
- Promote gender equality and inclusion in all volunteer and youth activities.
- Respond to incidents or concerns involving volunteers or youth according to established procedures.
6. Representation and Advocacy
- Represent CVTL in networks, forums, and coordination meetings related to volunteerism and youth development.
- Advocate for the role of youth and volunteers in community resilience and humanitarian action.

III. Key Responsibilities:
1. Volunteer Management
- Develop and oversee the implementation of CVTL’s Volunteer Strategy, including recruitment, orientation, capacity-building, and retention.
- Coordinate volunteer deployment during emergencies, community outreach, and national campaigns.
- Establish volunteer management tools and databases for tracking engagement and performance.
- Promote volunteer recognition through events, awards, and public acknowledgment.
2. Youth Engagement
- Design and implement youth programs that promote humanitarian values, leadership, health promotion, disaster preparedness, and climate resilience.
- Strengthen the capacity of CVTL’s Youth Network and support the formation of Red Cross Youth Clubs in schools and communities.
- Facilitate youth participation in decision-making processes at local and national levels.
- Collaborate with educational institutions and youth organizations to promote CVTL’s youth activities.
3. Capacity Building & Training
- Develop and deliver training programs for volunteers and youth on topics such as First Aid, Disaster Risk Reduction, Humanitarian Principles, and Leadership.
- Support branches in building strong local volunteer and youth networks.
- Mentor and guide Branch Volunteer and Youth Focal Points.
4. Program Development and Reporting
- Develop work plans, budgets, and progress reports in line with CVTL’s strategic plan and Movement standards.
- Monitor and evaluate the impact of volunteer and youth programs, ensuring accountability and continuous improvement.
- Represent CVTL in relevant national and international forums related to volunteering and youth development.
5. Safeguarding and Inclusion
- Promote a culture of protection, gender equity, and inclusion within all volunteer and youth activities.
- Ensure compliance with CVTL’s Safeguarding, Child Protection, and Code of Conduct policies.
