Dili, 30 July 2025 – The National Anticipatory Action Framework of Timor-Leste was officially launched in Dili, the Secretary General of the Timor-Leste Red Cross (CVTL), Mr. Luis Pedro Pinto, in collaboration with the Civil Protection Authority (APC), the Food and Agriculture Organization (FAO), IFRC Climate Centre, and several national and international humanitarian partners, including the Technical Working Group (TWG), Catholic Relief Services (CRS), Plan International, World Food Programme (WFP), ADRA-TL, Similie, ChildFund, Caritas Australia, RHTO DNRAS, and Algis.
Speaking at the event, Mr. Pinto emphasized the importance of anticipatory action in reducing disaster impacts. “This activity marks a significant step in the joint efforts to strengthen the Early Warning System (EWS), enabling preparedness and response before disasters strike,” he said. The initiative reflects growing recognition of the need for forward-looking strategies to protect lives and livelihoods in a changing climate.
CVTL’s Disaster Management Coordinator, Ms. Emidia Belo, delivered a comprehensive presentation outlining the framework’s purpose and approach. She highlighted how the framework is rooted in collaboration between the Government of Timor-Leste, humanitarian organizations, and technical experts. The focus is on using scientific data and climate forecasts to trigger pre-agreed actions that mitigate the impact of climate-related hazards.
The development and launch of this framework were made possible through funding from the United Nations Environment Programme (UNEP). The framework represents a proactive shift in disaster management, underscoring Timor-Leste’s commitment to resilience, innovation, and community-centered preparedness in the face of growing climate risks.
