From 14 to 15 May 2025, a Community Vulnerability and Capacity Assessment (VCA) was carried out in Uatu-ua Sub-Village, Gariuai Village, Baucau Municipality. The activity was organized by the CVTL Baucau Branch and National Headquarters in collaboration with the APC-Cabinet, the National Directorate of Disaster Risk Management, and the Municipal Civil Protection Service for Natural Disasters.
According to Maria Pasquela, CVTL Livelihood Manager, the primary goal of the assessment was to identify the community’s vulnerabilities and existing capacities. The information gathered will support the creation of locally driven action plans aimed at addressing key risks such as natural disasters, health concerns, access to clean water, and sustainable livelihoods.
A total of 51 community members participated in the two-day assessment, comprising 16 women and 35 men. Their active involvement ensured the collection of diverse perspectives and knowledge, which is crucial for an inclusive and comprehensive community risk reduction strategy.
The initiative received financial support from the Timor-Leste Government trough Civil Society Support Office (GASC), reflecting a continued commitment to empowering communities in disaster risk management and resilience building across Timor-Leste.
