CVTL Signs MoU with Timor-Leste Government through the GASC to Strengthen Humanitarian Support

Dili, 20 April 2026 – The Cruz Vermelha de Timor-Leste (CVTL), represented by our Secretary General, Mr. Agapito da Silva, has expressed sincere appreciation to the IX Constitutional Government for its continued support through the Civil Society Support Office (GASC). This support was formalized with the signing of a Memorandum of Understanding (MoU) at the Government Palace in Dili.

CVTL was among 130 Civil Society Organizations that signed partnership agreements with GASC during the ceremony, marking a significant step toward strengthening collaboration between the government and civil society.

According to Mr. Agapito da Silva, the funding allocated by GASC will be used to enhance organizational development, empower youth leadership, and improve community well-being. Key focus areas include access to clean water, livelihood support, and improved financial management within CVTL.

“This support will strengthen our capacity to deliver effective and sustainable humanitarian services, especially for vulnerable communities across Timor-Leste,” he said.

During the event, GASC Coordinator Eng. Joaquim da Costa Freitas highlighted the importance of ensuring that civil society organizations implement activities with quality and deliver direct benefits to communities. He emphasized that GASC will continue to conduct monitoring and evaluation to ensure that the results of funded projects are achieved by the end of 2026, while maintaining transparency and accountability.

The ceremony reaffirmed the Government’s commitment to supporting civil society organizations and strengthening partnerships that contribute to national development and community resilience.
