From 12–14 November 2025, the Disaster Management Coordinator of the Cruz Vermelha de Timor-Leste (CVTL), Mrs. Emidia Belo, took part in the 6th ASEAN Joint Disaster Response Plan (AJDRP) Workshop held at Le Meridien Hotel in Jakarta, Indonesia. The event gathered key regional and international stakeholders to enhance collective preparedness and response to cross-border disasters across the ASEAN region.
According to Mrs. Emidia Belo, the workshop aimed to strengthen multi-stakeholder operational mechanisms for effective cross-border disaster response. She highlighted that CVTL’s participation reinforced the organization’s commitment and capacity to respond to regional disaster risks, while contributing to ASEAN’s shared efforts toward coordinated and timely humanitarian action.
The workshop’s activities placed strong emphasis on coordination, mobilization, and integrated preparedness among ASEAN Member States, United Nations agencies, the Red Cross and Red Crescent Movement, civil society organizations, private sector partners, and ASEAN dialogue partners. Key components included the launch of the AJDRP cross-border flooding scenario, consolidation of mobilization protocols under the ASEAN Standby Arrangements, validation of ASEAN response modules, and enhanced engagement with CSOs, APC, and the Permanent Representative of Timor-Leste to ASEAN.
Successfully facilitated by the AHA Centre, the workshop introduced the 4th AJDRP scenario on Transboundary Flooding in the Lower Mekong Basin, further strengthening ASEAN’s commitment to the vision of One ASEAN, One Response. The event brought together representatives from the ASEAN Committee of Permanent Representatives, sectoral bodies, dialogue partners, defence attachés, UN agencies, humanitarian organizations, and private sector actors to advance regional cooperation and collective disaster response planning.
