Monitoring and Evaluation (M&E) Project Officer

Internal and External (1 person)

Grade: 4

Level: 1

Purpose of the Job

The ME officer will be managed all data (qualitative and quantitative), reporting and documentation from 5 Municipalities (Manatuto, Viqueque, Manufahi, Oecusse and Covalima) for IFRC-DREF Anticipatory Action (AA) programmed. The M&E Officer will coordinate and work with a project team consisting of 2 Casual, 3 volunteers and 1 project Manager including PMER Manager. He/she will report to and work under supervision of the Project Manager. Technical guidance will be provided by PMER Manager.

Expectation

  • Work towards the achievement of project objectives in the Municipality of operation through effective managerial and lateral relations and teamwork
  • To perform other tasks as may be assigned by the CVTL

Reporting to:

IFRC-DREF AA Project Managers

Responsibilities:

  1. Implementation of M & E and coordination:
  • Ensure the appropriate implementation of the IFRC-DREF funded project
  • Collect data on a regular basis to measure achievement against the performance indicators through coordination with 2 casual and 3 volunteer
  • Maintain regular contact with Casula, Volunteer and project Managers
  • Monitoring the workplan on track through coordination with casual and volunteer Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation
  • Monitor and control the quality of the project implementation in the communities and report any difficulty or problem to the project Manager
  • Collaborates and ensures relationship with branch coordinator, Casual and Volunteer
  1. Reporting:
  • Collect and organize all field supervision weekly/monthly reports and progress and transmit it to the line manager.
  • Reports immediately any delay or problem encountered.
  • Contribute to the production of timely reports (narrative) – monthly, intermediate and final reports to the line managers
  • Check data quality and support project progress reporting

 

Essential

Preferred

Education:

 

 

Minimum – Completion of Senior High School

University degree in community development

 

X

Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection

X

 

Experience

 

 

  • Minimum of one (1) year of professional experience in an M&E position responsible for implementing M&E activities
  • Experience in designing and managing beneficiary monitoring and database systems.
  • Experience on reporting and database management
  • Experience on data quality assessment

Competent to speak and write in Tetun and English

Well-developed computer skills in Word, Power Point, excel sheet
