Dili, 16 January 2026 – The Cruz Vermelha de Timor-Leste (CVTL), in collaboration with the Civil Protection Authority (APC), conducted our annual evaluation and planning meeting to review the implementation of the Memorandum of Understanding (MoU). The meeting took place at the CVTL National Building in Formosa, Dili.
The meeting was officially opened by the President of the Civil Protection Authority, Mr. Jesuino dos Reis de Matos Carvalho, and was accompanied by the CVTL Disaster Management Coordinator, Mrs. Emidia Belo.
In his opening remarks, President Carvalho expressed his appreciation to CVTL for organizing the meeting and highlighted the strong collaboration between APC and CVTL in emergency response efforts across the country. He emphasized the importance of continuous cooperation at the municipal level, open communication, and mutual learning to improve services.
“What we do is not for CVTL or APC, but for our communities,” he stated, encouraging all participants to openly discuss challenges encountered in the field so that services can be strengthened.
During the meeting, both institutions presented the progress of activities implemented in 2025, discussed challenges and lessons learned, and jointly identified priority plans and areas of cooperation for 2026.
The meeting was attended by APC commanders from all 13 municipalities, alongside CVTL coordinators from the 13 CVTL branches. A total of 47 participants took part in the meeting, including 10 women and 37 men.
This activity was supported by the American Red Cross (AmCross), reaffirming continued support for strengthening coordination and disaster response capacity in Timor-Leste.
