CVTL Strengthens Capacity in Inclusive Early Warning Messaging at Regional Training in Vietnam

Da Nang, Vietnam, 8–10 June 2026 – The Cruz Vermelha de Timor-Leste (CVTL) participated in the Regional Capacity Building on Inclusive Early Warning Messaging held in Da Nang, Vietnam, from 8–10 June 2026.

Representing CVTL at the regional event was Eujulmeiro Advento Glorino Baptista Guterres, Project Officer for Disaster Risk Reduction (DRR).

According to Advento, CVTL’s participation in the training reflects the organization’s commitment to strengthening our technical capacity to develop and deliver early warning messaging systems that are inclusive, accessible, and effective for all communities, particularly vulnerable groups at the community level.

“By enhancing our knowledge and skills in inclusive early warning communication, CVTL aims to ensure that disaster preparedness and response information reaches everyone, including those who are most at risk,” he said.

The regional capacity-building program was organized by the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) with support from the Government of Canada and other partners.

The event brought together representatives from National Disaster Management Organizations (NDMOs), National Meteorological and Hydrological Services (NMHSs), Red Cross and Red Crescent National Societies (RCRC), Civil Society Organizations (CSOs), universities and research centers, and international organizations including WMO, ITU, UNICEF, the Canadian Red Cross, and other relevant partners.

The training provided a platform for participants to exchange experiences, share best practices, and strengthen regional cooperation in developing inclusive early warning systems that ensure timely and accessible disaster information for all sectors of society.

CVTL remains committed to enhancing community resilience and supporting efforts to build safer, more prepared communities across Timor-Leste through effective disaster risk reduction and early warning initiatives.
