22-23 November 2024, Dili, Timor-Leste – The Secretary General of the International Federation of Red Cross and Red Crescent Societies (IFRC), Mr. Jagan Chapagain, undertook a historic visit to Timor-Leste, reinforcing the commitment to humanitarian diplomacy and collaboration. The visit included high-level engagements, a landmark trip to the headquarters of the Red Cross of Timor-Leste (CVTL), and an inspiring experience with the resilient people of Gariana village in Likisa Municipality.
During his visit, Mr. Chapagain held strategic discussions with Timor-Leste’s key government officials, including Prime Minister H.E. Kay Rala Xanana Gusmão, Vice Prime Minister H.E. Mariano Asanami Sabino, Secretary of State for Civil Protection Mr. Domingos Mariano Reis, and Vice Minister for Health Institutional Strengthening Mr. José dos Reis Magno. These talks centered on shared goals in disaster preparedness, climate resilience, public health, and sustainable development.
Speaking after the meetings, Mr. Chapagain reaffirmed IFRC’s continued support to Timor-Leste, emphasizing the importance of collaboration with CVTL to address ongoing and emerging humanitarian challenges. CVTL President Ms. Madalena Hanjam and Secretary General Mr. Luis Pedro Pinto expressed gratitude for IFRC’s longstanding support, which has been a cornerstone of Timor-Leste’s humanitarian progress since 1975.
The visit was marked by Mr. Chapagain’s historic trip to CVTL’s National Headquarters in Formosa, Dili. Engaging with CVTL leaders, staff, and volunteers, he celebrated the organization’s tireless efforts to advance community resilience and humanitarian principles. Key discussions highlighted CVTL’s critical life-saving services and the importance of fostering innovative approaches to humanitarian work.
“Timor-Leste is a nation with immense strength, especially in its vibrant youth. The commitment of CVTL and its volunteers, combined with the support from the government, is a powerful force for building resilient communities. IFRC remains steadfast in its support for CVTL, ensuring that together, we can overcome future challenges and protect the most vulnerable,” said Mr. Chapagain.
On the second day of his visit, Mr. Chapagain traveled to the hill-top village of Gariana in Likisa Municipality to witness CVTL’s community resilience programs in action. Accompanied by CVTL leadership, he observed transformative initiatives improving lives and livelihoods. Lucia, a local resident, shared stories of water access projects, kitchen gardens enhancing nutrition, and agroforestry boosting economic stability.
Reflecting on this experience, Mr. Chapagain remarked, “Gariana village showcases the remarkable impact of Red Cross community resilience programs. I saw a vibrant, empowered community working together for a better future.”
He praised CVTL for its growth, driven by a strong network of young, dedicated volunteers, adding, “CVTL is a wonderful National Society, and I look forward to witnessing more of its incredible work.”
As Mr. Chapagain concluded his visit, CVTL staff and volunteers extended their gratitude and wishes for his continued support. “Good luck, Mr. Jagan. We look forward to welcoming you again as we work together to make a difference,” they said in a heartfelt humanitarian salute.
