INTEGRATED COMMUNITY-BASED RISK REDUCTION (ICBRR) PROJECT BASELINE SURVEY CONSULTANT
Terms of Reference (TOR)
- Background
The Cruz Vermelha de Timor-Leste (CVTL), in collaboration with the International Federation of Red Cross and Red Crescent Societies (IFRC), is implementing the Integrated Community-Based Risk Reduction (ICBRR) Programm. This two-year project (August 2024 – August 2026) aims to strengthen community resilience through a community-led approach, integrating disaster risk management, health, youth empowerment, and livelihood development.
The project targets Ainaro and Manufahi municipalities and focuses on building local capacity to address disaster risks, improve health outcomes, empower youth, and enhance livelihood opportunities.
To ensure evidence-based programming and measure project progress, CVTL/IFRC seeks a consultant to conduct a baseline survey to assess the targeted communities’ current conditions against key indicators outlined in the program’s logical framework.
- Objectives of the Baseline Survey
The purpose of the baseline survey is to establish benchmark data for key project indicators, which will:
- Provide a reference point to measure progress and impact over time.
- Identify existing knowledge, behaviours, and practices related to disaster preparedness, health, nutrition, youth life skills, and livelihoods.
- Highlight gaps and opportunities for intervention across target communities.
- Support adaptive project planning by offering data-driven insights.
- 3. Scope of Work
The baseline survey will cover the following areas in Ainaro and Manufahi municipalities:
- Disaster Risk Management: Current preparedness levels, community plans, and disaster risk awareness.
- Health, Hygiene, and Sanitation: Practices on safe drinking water, sanitation, hand-washing, and hygiene behaviors.
- Youth Empowerment: Youth engagement in health promotion, life skills, and community activities.
- Livelihoods and Income Generation: Current income levels, access to livelihood support, and agriculture practices.
- National Society Capacity: Coordination, community engagement, and program management within CVTL branches.
- The consultant will assess both direct beneficiaries (7,709 people) and collect data disaggregated by gender (male/female), age, and location.
- Key Deliverables
The consultant will be responsible for the following deliverables:
- Inception Report:
- Detailed methodology, tools, sampling framework, and work plan.
- Survey questionnaire and data collection plan (aligned with the project’s indicators).
- Baseline Data Collection:
- Field visits to Manelobas, Ernaru Babulo, and Mindelo villages.
- Interviews with households, youth, community leaders, CVTL staff, and stakeholders.
- Data Analysis and Reporting:
- Baseline data for each outcome and output indicator.
- Analysis of key gaps, needs, and recommendations for program implementation.
- Final Baseline Survey Report:
- A detailed report including findings, tables/graphs, and recommendations.
- Presentation of findings to CVTL/IFRC and other stakeholders.
- Methodology
The consultant is expected to use a mixed-method approach with both qualitative and quantitative tools, including:
- Household Surveys: Structured questionnaires to assess disaster preparedness, health practices, and livelihoods. (CVTL ‘s questioner’s reference)
- Focus Group Discussions (FGDs): Engaging community members, youth, and women’s groups to gather qualitative insights. (CVTL ‘s questioner’s reference)
- Key Informant Interviews (KIIs): Interviews with Suco leaders, local authorities, and CVTL staff. (CVTL ‘s questioner’s reference)
- Document Review: Review of relevant policies, reports, and previous assessments.
- Sampling: Ensure representative sampling covering the 4 target sucos (villages) with gender-disaggregated data.

The baseline survey is expected to take 6- weeks, following this tentative schedule:

- Qualifications and Experience
The ideal consultant or consulting firm should possess the following qualifications:
- Advanced degree in social sciences, public health, disaster risk management, or development studies.
- Proven experience in conducting baseline surveys, evaluations, or assessments for multi-sectoral development programs.
- Strong knowledge of disaster risk reduction (DRR), health, livelihoods, and youth empowerment.
- Experience working with community-based programs and familiarity with the local context in Timor-Leste.
- Demonstrated skills in data collection, analysis (quantitative and qualitative), and reporting.
- Excellent communication skills, with fluency in English and Tetum preferred.
- Budget and Payment
The consultant will propose a budget, including consultancy fees, travel costs, data collection expenses, and other relevant costs.
Payment will be made in three instalments:
- 30% upon submission and approval of the inception report.
- 40% upon completion of data collection and submission of a draft report.
- 30% upon submission and approval of the final report.
- Supervision and Reporting
The consultant will report to the CVTL/IFRC Program Manager and work closely with the Monitoring and Evaluation (M&E) team.
Regular progress updates will be required throughout the assignment.

- Ethical Considerations
The consultant must adhere to ethical guidelines in conducting research, including obtaining informed consent from participants, ensuring confidentiality, and respecting the communities’ cultural norms.
