This position is responsible for leading the dissemination of information about the Red Cross
and Red Crescent Movement, its principles, and humanitarian values, while serving as the focal
point for managing and monitoring the ICRC budget. The role ensures accurate representation
of the Movement’s activities and efficient coordination of ICRC-funded initiatives.

Expectation:

·       The Dissemination will carry out his/her work in accordance with the Seven Fundamental Principles of the Red Cross and Red Crescent Movement, and in line with CVTL’s Strategic Plan

·       He/she will also respect and observe CVTL’s Staff Regulations, Policies and Procedures.

Key Responsibilities

1. Dissemination of the Red Cross and Red Crescent Movement

  • Develop and implement dissemination strategies to raise awareness about the Movement’s history, principles, and humanitarian actions.
  • Conduct trainings, workshops, and public awareness campaigns for internal staff, volunteers, and external stakeholders.
  • Create and distribute educational materials, including brochures, presentations, and videos, in line with Movement guidelines.
  • Serve as a spokesperson to promote the Movement’s fundamental principles and neutrality in various forums.
  • Collaborate with the Communications team to amplify the Movement’s visibility through media and social platforms.
  • Monitor and evaluate the impact of dissemination activities and prepare periodic reports.

2. Focal Point for ICRC Budget

  • Act as the primary liaison between CVTL and the ICRC regarding budget planning, utilization, and reporting.
  • Develop annual budget proposals for ICRC-supported activities in coordination with program teams.
  • Monitor the allocation and expenditure of ICRC funds, ensuring compliance with donor requirements.
  • Maintain accurate financial records and documentation to support transparent reporting.
  • Prepare and submit financial and narrative reports to the ICRC as per agreed deadlines.
  • Coordinate with the Finance and Programs teams to address any budgetary challenges or adjustments.

3. Stakeholder Engagement

  • Establish and maintain relationships with Movement partners, government officials, and local communities to promote the Red Cross and Red Crescent Movement’s mission.
  • Represent CVTL at national and international events related to dissemination and ICRC funding.
  • Ensure alignment between CVTL’s dissemination activities and ICRC’s priorities.

4. Support in Humanitarian Diplomacy and Advocacy

  • Advocate for humanitarian principles and the role of the Movement during meetings with stakeholders.
  • Provide technical guidance on integrating the Movement’s principles into CVTL programs and policies.

Bachelor’s degree in International Relations, Communications, Public Administration, or related field.

Experience 

 

 

  • Minimum of 3 years of experience in dissemination, public relations, or donor management.
  • Experience working with Red Cross or Red Crescent Movement is highly preferred.
  • Budget management and reporting experience, particularly with ICRC funding, is an advantage.

  • Strong knowledge of the Red Cross and Red Crescent Movement, its principles, and humanitarian activities.
  • Excellent communication and interpersonal skills, with the ability to conduct trainings and public speaking.
  • Proficiency in financial management and reporting tools.
  • Strong organizational skills and attention to detail.
  • Ability to work collaboratively with diverse stakeholders.
  • Fluency in English is required; knowledge of additional languages is an asset.
