Disaster Management

Position Title: Project Manager for Managing Disaster preparedness and response in Viqueque Municipality (CRS Funding) (1 person)

Grade: 5

Level: 1

Purpose of the Job

Project Managers report to Coordinator.  Managing staff, projects and activities in Viqueque and make decisions delegated by the coordinator.

Expectation

  • Work towards the achievement of project objectives in the Municipality of operation through effective managerial and lateral relations and teamwork
  • To promote and respect Red Cross fundamentals principles
  • Ensure understanding of roles, responsibilities, lateral relationships and accountabilities
  • To perform other tasks as may be assigned by the CVTL

Reporting to:

DM Coordinator

Responsibilities:

1. Planning, implementation, evaluation, monitoring and reporting of CVTL activities

·      Plan and Implement Anticipatory Action, Early Warning System and First aid activities in line with the approved plans and budgets and finance procedures

·     Develop monitoring and supervision tools with the support of the DM team

·     Monitor and control the quality of the project implementation in the communities and report any difficulty or problem to the DM coordinator

·      Assist in the preparation of annual activity plans and reports

·      Inform the Coordinator on any changes in budget and activities on a regular basis

·      Manage and solve problems in implementation of activities in line with approved plans and budgets and finance procedures

·      Collect and organize all field supervision weekly/monthly reports and progress, and transmit it to the coordinator;

·      Reports immediately any delay or problem encountered;

·      Contribute to the production of timely reports (narrative) – monthly, intermediate and final reports to the line managers

2. Management of project resources and finances

·      Ensure the implementation of CVTL activities follows the CVTL policies and rules and regulations

·      Maintain accurate records and registers of project assets and resources in cooperation with Logistics and Finance

·      Organise and facilitate training and workshops for in national and branch level

·      Prepare and manage annual budgets for projects

·      Control and tracking project budget and expenditure on a monthly basis

3. Staff management

·      Monitor and Manage field officer tasks, performance and attendance

·      Ensure good quality work is done by staff

·      Organise and facilitate quarterly meetings and workshops for staff

·      Provide performance review for project staff

·      Provide training/capacity building to the project staff and volunteers

4. Coordination and communication

·      Coordinate with project partners and other relevant stakeholders on existing projects in National and Municipality level

·      Represent Coordinators at events in national and international meetings as well in working groups

·      Participate in all related coordination meetings (AA, EWS, DRM) and relevant stakeholders meeting in National level

·      Regular communicate with DM team, project officer and relevant partners through email, WhatsApp and phone call

5. Other duties

·      Help implement disaster risk management (preparedness, response and recovery) activities in national, regional, branch and community level

·      Volunteer for up to 4 hours per week with CVTL

·      Managing Cash and Voucher Assistant including Community Engagement and Accountability (develop guideline, provide training to staff and volunteers)

·      Other tasks as delegated by the coordinator from time to time

 

Essential

Minimum – Completion of Senior High School

Basic knowledge on DRR, Livelihood and Gender

Experience

 

 

Experience in disaster management or response in humanitarian operation

Demonstration in experience in emergency response
